Restricted tag disclosure via unfiltered anonymous serialization

Missing authorization in Discourse before 2026.1.6, 2026.5.2, 2026.6.1, and 2026.7.0 allows remote attackers to read restricted tag metadata. SiteSerializer.anonymous_default_navigation_menu_tags serializes default sidebar tags for /site.json without applying DiscourseTagging.filter_visible to the anonymous viewer. Any site that places tags from inaccessible categories or restricted tag groups in the default navigation menu exposes their names and descriptions without authentication.
