Authenticated credential disclosure via Fleet privilege bypass

Information disclosure in Elastic Kibana 8.0.0 through 8.19.19 and 9.0.0 through 9.4.4 allows remote authenticated users to read Fleet proxy secrets. The Fleet proxy configuration retrieval path authorizes agent-policy readers without enforcing the Fleet settings-read privilege, returning the full stored proxy configuration. A configured Fleet proxy with credentials is required; exposure is limited to confidentiality and can include proxy authentication credentials and private key material.
