Policy disclosure via unchecked artifact assignment key

Authorization bypass in Elastic Fleet Server allows remote authenticated users with enrolled-agent credentials to read unassigned policies. The artifact-download decision persists a client-supplied assignment key without comparing it with the requesting agent's server-side assignment. The issue affects all configurations of 8.3.0 through 8.19.19, 9.0.0 through 9.4.4, and 9.5.0; access is limited to policies outside that agent's assignment.
