Authenticated service halt via malformed alerting payload

Resource exhaustion in Elastic Kibana 8.0.0 through 8.19.19 and 9.0.0 through 9.4.4 allows remote authenticated users to halt service. The alerting feature accepts a specially crafted malformed payload and allocates resources without an effective limit, leaving the Kibana process unable to serve requests. Read-only alerting privileges and one request are sufficient; all configurations are affected, and service remains unavailable until the process is restarted.
