Unauthenticated usergroup access via null-owner permission checks

Improper authorization in Daptin 0 through 0.12.34 allows unauthenticated remote attackers to read, create, update, and delete usergroup records. In server/permission/permission.go, CanRead, CanPeek, CanCreate, CanUpdate, CanDelete, and CanRefer accept equal null owner and requester identifiers. No account or user interaction is required; successful requests expose or modify usergroup data but do not interrupt service.
