Credential harvesting via unauthorized OIDC issuer change

Broken access control in Peppermint through commit ba6e217 allows remote authenticated users to replace the platform's global OIDC issuer. The global settings endpoint applies attacker-supplied OIDC/SSO settings without verifying that the caller has an administrative role. Any non-administrative account can redirect later SSO logins to an attacker-controlled identity provider and harvest platform credentials.
