Local RDMA denial via repeated WC allocation

Resource exhaustion in the Linux kernel's bnxt_re driver allows local users to interrupt RDMA service through repeated WC page requests. The BNXT_RE_METHOD_ALLOC_PAGE path accepts repeated or concurrent WC allocations for one ucontext without a duplicate check or lock, consuming finite doorbell page indices and racing shared wcdpi state. Reachability requires local access to a bnxt_re-backed uverbs device; exhaustion denies RDMA service and unsynchronized teardown can corrupt doorbell bookkeeping.
