Remote service interruption via leaked SCTP chunks

Resource leak in the Linux kernel SCTP implementation allows remote attackers to exhaust kernel memory via crafted INIT parameters. sctp_verify_init allocates an err_chunk for unrecognized parameters, but three return paths in the INIT handlers omit sctp_chunk_free. Repeated reachable SCTP INIT processing progressively consumes unreleased kernel memory until service is interrupted.
