Privileged NIX reconfiguration via wrong allocation check

Improper resource validation in Linux kernel 6.8 and later allows local users to alter NIX LF state through a devlink command. rvu_af_dl_nix_maxlf_validate in rvu_devlink.c checks allocated MCAM entries instead of walking NIX blocks and comparing each block's free LF count with its maximum. Reachability requires an OcteonTX2 PCI device and root-equivalent CAP_NET_ADMIN in the initial user namespace; public sources do not specify an effect beyond unauthorized NIX LF reconfiguration.
