Local service interruption via inactive CRTC wait

Denial of service in Linux 6.19 allows local users to interrupt display updates by triggering fbdev synchronization on an inactive CRTC. The drm_fb_helper_damage_work path waits for CRTC 0 vblank instead of locating the active CRTC carrying fbdev output, so the wait times out. Local low-privileged access and an fbdev layout whose output is not on CRTC 0 are required; the reported effect is delayed or unresponsive display updates.
