PF monitoring disruption via VF receive-mode request

Improper privilege assignment in the Linux octeontx2-af driver allows guest OS users to disrupt PF network monitoring via a VF. The nix_set_rx_mode mailbox handler lets a VF request with promiscuous and all-multicast flags cleared delete the PF MCAM rules because both disable APIs act on the PF without rejecting VF-originated calls. Control of an OcteonTX2 VF is required; bringing that interface up or down can disable PF promiscuous or multicast reception and interrupt monitoring or traffic.
