Local denial of service via VR rollback leak

Denial of service in the Linux mlxsw driver from 4.14 allows local users to exhaust resources by triggering failed VR replacements. The mlxsw_sp_vrs_lpm_tree_replace() rollback decrements its index without advancing the vr pointer, so earlier virtual routers retain references to new_tree. Low-privileged local access and a failed mlxsw virtual-router replacement are required; repeated failures leak resources and can make the system unresponsive.
