Local denial of service via cgroup underflow

Integer underflow in Linux kernel hugetlb cgroup accounting allows local users to cause denial of service through reserved huge-page mappings. alloc_hugetlb_folio overwrites the reserved-charge cgroup pointer with the non-reserved pointer, so free_huge_folio later decrements an uncharged page counter. Local access and hugetlb cgroup use are required, and the resulting counter underflow can destabilize or crash the host.
