CAN disruption and frame injection via stale operations

Improper resource cleanup in Linux allows local users to disrupt CAN processing and inject frames after removing a CAN device. bcm_notify() leaves cyclic transmit operations active after NETDEV_UNREGISTER, so their timers re-arm indefinitely; bcm_rx_setup() also skips re-registration when rx_reg_dev is null. Exploitation requires local CAN access and device removal, and can consume CPU, stop expected receive delivery, or send attacker-chosen frames through a later interface that reuses the stale index.
