Counter corruption via unguarded PA statistics lookup

Improper error handling in the Linux ICSSG Ethernet driver allows local users to read corrupted packet statistics. icssg_ndo_get_stats64 requests firmware PA statistics without checking whether the PA statistics block exists, then widens the resulting -EINVAL value into unsigned 64-bit counters. The condition occurs on hardware without that block, causing repeated kernel log errors and near-maximum rx_errors, rx_dropped, and tx_dropped values.
