Service interruption via leaked XDP TX queues

Resource exhaustion in the Linux kernel ENA driver allows local users to interrupt service through failed regular TX queue setup. The create_queues_with_size_backoff function creates XDP TX queues first, but two regular-TX failure paths return without destroying that subset. Reachability requires the ENA driver, active XDP transmit queues, and a later regular TX allocation or creation failure; retained queue resources can degrade availability.
