Cross-namespace tunnel reconfiguration via incomplete capability check

Privilege escalation in the Linux kernel allows local users to reconfigure IPv6 VTI tunnels across network namespaces. vti6_changelink() checks CAP_NET_ADMIN only in dev_net(dev), then parses attributes and rewrites a tunnel owned by t->net without checking that namespace. Exploitation requires CAP_NET_ADMIN in the device namespace, obtainable inside an unprivileged user namespace, and can redirect, expose, inject, or interrupt tunneled traffic.
