Local LLSEC key disclosure via ungated netlink dumps

Information disclosure in the Linux kernel allows local users to read IEEE 802.15.4 LLSEC AES keys through generic netlink. The legacy net/ieee802154/netlink.c LLSEC dump operations omit GENL_ADMIN_PERM, causing LLSEC_LIST_KEY to copy raw 16-byte keys into unprivileged replies. Any local uid can exploit the flaw when a wpan interface has an administrator-installed LLSEC key, compromising protected frame confidentiality and authenticity.
