Service interrupt via zero-length RTP payload

Out-of-bounds read in bcg729 through 1.1.2 allows attackers to interrupt media service via zero-length RTP comfort-noise payloads. In decodeSIDframe() in src/cng.c, the RFC 3389 filter-order calculation subtracts 1 from bitStreamLength into a uint8_t, underflows a zero-length payload to 255, clamps that value to 10, and still reads bitStream[0] plus bitStream[1..10] from a zero-byte buffer. Reachability requires the ability to inject payload type 13 into an active decoded RTP stream; the published impact is bounded to process termination or misused adjacent heap bytes as coefficients, not direct data disclosure.
