Unauthenticated root command execution via FOTA URL

OS command injection in D-Link DWR-M961 C1 firmware before 1.1.5_C1_202607071108 allows remote attackers to execute commands as root. The handler URL-decodes fota_url, checks only its length and an accepted scheme, interpolates it with sprintf into a shell command, and passes the result to system(). No authentication or user interaction is required; a crafted management-interface request executes with root privileges and can fully control the router.
