Administrative access via setup endpoint bypass

Authentication bypass in GBIF Integrated Publishing Toolkit before 3.3.4 allows remote attackers to gain administrator access via setup endpoints. In SetupAction, setup-wizard steps check later completion flags instead of their own state, so /setupInstallationComplete.do can still run after installation and issue an administrator JSESSIONID cookie. Exploitation is limited to instances that have completed setup but have not been rebooted since initial configuration, and the reported consequence is administrative control of the IPT application.
