Hub-cluster secret disclosure via overbroad ClusterRole

Excessive privileges in insights-client in Red Hat Advanced Cluster Management for Kubernetes 2 allow local users to read hub-cluster Secrets. The insights-client ServiceAccount is bound to a ClusterRole that performs cluster-wide get, list, and watch operations on Secrets although the client needs only openshift-config/pull-secret. Exploitation requires compromise of the pod or its ServiceAccount token and exposes managed-cluster kubeconfigs and other credentials without permitting modification or service interruption.
