Cross-hub token disclosure via broad Kafka ACL

Information disclosure in Red Hat Multicluster Global Hub allows remote authenticated users to obtain other hubs' API server tokens. During ManagedClusterMigration, the operator grants every managed hub read access to the shared Kafka spec topic and sends plaintext bootstrap kubeconfigs carrying tokens valid for about 9.86 years. Exploitation requires a compromised managed hub and an active migration initiated by a global-hub administrator; exposure is limited to confidentiality, but a stolen token grants access to the target hub.
