Restricted API mutations via ACL mismatch

Incorrect access control in Joomla! CMS before 5.4.8 and 6.1.3 allows remote authenticated users to perform restricted API mutations. Joomla has disclosed only that webservice endpoints apply ACL checks inconsistently with the backend UI, so the same mutation can be accepted through the API after it is denied in administrative screens. Reachability depends on exposure of the affected webservice endpoints and on an account that can call them, but the vendor has not published the minimum role or the affected endpoint list.
