Payment-record deletion via wrong API permission check

Incorrect authorization in Dolibarr ERP & CRM before 24.0.0 allows remote authenticated users to delete payment records through the REST API. Paiements::delete() checks the invoice-deletion right, facture.supprimer, instead of the payment-management right, facture.paiement, before hard-deleting the selected payment and its allocations. An API key with invoice-deletion rights is sufficient; exploitation resets paid amounts and leaves accounting entries referring to removed receipts.
