Arbitrary certificate revocation via duplicate uploads

Authorization bypass in Netflix Lemur before 1.9.3 allows remote authenticated users to revoke managed certificates via crafted duplicate uploads. POST /api/1/certificates/upload accepts caller-supplied authority and certificate identifiers without enforcing AuthorityPermission or duplicate certificate identity checks, and PUT /api/1/certificates//revoke authorizes only the selected Lemur row instead of every row for the same CA-side certificate. Any non-read-only account or stolen token with that access can revoke certificates it does not own, including deployed certificates, causing TLS outages across affected endpoints.
