Command execution via PowerShell smart-quote path injection

OS command injection in rclone before 1.75.0 allows remote attackers to execute PowerShell statements as the victim SSH account. backend/sftp/sftp.go passes remote paths into server-side hash commands, while quoteOrEscapeShellPath doubles only ASCII apostrophes and leaves four PowerShell smart-quote delimiters able to terminate the quoted path. The attacker must control or rename a remote filename, the SFTP command shell must be PowerShell with SSH exec enabled, and a victim-triggered hash operation supplies execution.
