Authenticated command execution via unquoted backup filename

OS command injection in LF Edge Fledge 3.1.0 and earlier allows remote authenticated users to execute commands via a crafted backup archive. The admin-only upload_backup() handler interpolates the first extracted tar member path into an unquoted cp command and passes it to os.system(). An administrator with network access to the backup-upload endpoint can run commands with the Fledge service account's filesystem permissions.
