Arbitrary file writes via unfiltered tar extraction

Path traversal in LF Edge Fledge 3.1.0 and earlier allows remote authenticated users to write files via a crafted backup archive. The upload_backup handler passes archive members to tarfile.extractall without a filter or per-member path validation, so parent-directory names escape the upload directory. Administrator access to the backup-upload API is required, and writes are limited to filesystem locations accessible to the Fledge process.
