Cross-project metadata disclosure via shard filter

Authorization bypass in Ironic 34.0.0 through 35.0.1 and 36.0.0 through 38.0.0 allows remote authenticated users to read cross-project portgroups. The portgroup list API applies the shard predicate without constraining results to nodes owned or leased by the caller's project, so it returns every portgroup in that shard. Exploitation requires project-reader credentials and a valid shard name; the reported consequence is metadata disclosure without modification or service interruption.
