Denial of service in OpenStack Designate allows remote attackers to interrupt DNS notifications through an unauthenticated UDP packet. The _handle_notify method omits pool_id scoping when it looks up a zone, so duplicate names across pools produce multiple matches and REFUSED responses. The packet needs no credentials, but exploitation requires multiple pools containing the same zone name and leaves secondary DNS data stale.
