Cross-tenant DNS hijack via pool-scoped zone checks

Incorrect authorization in OpenStack Designate 1.0.0 through 20.0.1, 21.0.0, and 22.0.0 allows remote authenticated users to hijack DNS. Zone creation checks and the duplicate-zone database constraint query only the selected pool, so AttributeFilter scheduling can place an overlapping zone in another tenant’s namespace. Exploitation requires multiple pools and the non-default AttributeFilter, permitting traffic redirection to attacker-controlled addresses or NODATA responses.
