Unauthorized data access via OIDC tenant fallback

Improper access control in the Imperative Web Server in Oracle Helidon 3.2.18 allows remote attackers to read or modify data via HTTP. Oracle has not published a per-CVE root cause, but the contemporaneous 3.2.19 security fixes change OIDC tenant resolution to reject unknown tenant IDs instead of silently using the default tenant configuration before metadata discovery. Exposure is limited to deployments that use the affected OIDC multi-tenant flow; exploitation is network-reachable without authentication and is bounded to unauthorized data access rather than service interruption.
