Denial of service in JSSE in Oracle Java SE and GraalVM allows remote attackers to exhaust TLS server resources via replayed ClientHello messages. An affected TLS 1.3 server emits an unbounded number of HelloRetryRequest records when a client repeatedly replays a ClientHello. Exposure requires an application, such as a web service, to pass attacker-controlled TLS data to affected JSSE APIs; confidentiality and integrity are unaffected.
