Improper access control in Oracle Payments 12.2.3 through 12.2.15 allows remote attackers to read critical data through File Transmission over TCP. Oracle has not published the specific File Transmission request handler or the incorrect operation that exposes data. Network access to the TCP service is sufficient without authentication or user interaction, and exploitation exposes critical data or all data accessible to Oracle Payments.
