Improper access control in Oracle Reports Developer 14.1.2.0.0 allows remote attackers to read and modify application-accessible data via SOAP. Oracle identifies the Security and Authentication component but has not disclosed the defective SOAP handler or authorization operation. Network access to the SOAP interface is sufficient without credentials or user interaction; successful exploitation permits creation, deletion, modification, or complete reading of data accessible to the application.
