Crash or disclosure via undersized gain-map buffer

Buffer over-read in libvips before 8.18.3 allows local users to read adjacent memory or crash the process via crafted JPEG gain-map encoding. In libvips/foreign/uhdrsave.c, vips_foreign_save_uhdr_set_raw_hdr sized the HDR output plane as image->Xsize * image->Ysize * 8 instead of 8 * VIPS_IMAGE_N_PELS(image), so a resized image could leave the heap buffer smaller than the pixel count later consumed. Reachability is limited to builds with libultrahdr support and to pipelines that first enlarge an incoming JPEG to a very large output before VipsForeignSaveUhdr encodes the gain map, bounding impact to adjacent-memory disclosure or a process crash.
