Backend crash via unchecked dictionary index

Out-of-bounds read in TimescaleDB 2.29.1 and earlier allows remote authenticated users to crash PostgreSQL via malformed compressed data. Bulk text dictionary decompression stores a crafted Simple8b selector-11 value in a signed int16 index, then reads before the offsets array because the index is not rejected. Exploitation requires direct DML access to a non-frozen compressed hypertable relation and can produce incorrect aggregation output, a backend SIGSEGV, or PostgreSQL crash recovery.
