Cross-user chat deletion via inherited folder write access

Incorrect authorization in Open WebUI 0.10.0 and later, before 0.11.0, allows remote authenticated users to delete another user's chats. The DELETE /api/v1/folders/{id} handler accepts inherited write access for subfolders, then runs its deletion cascade against the folder owner's identifier. Folder sharing must be enabled, the owner must grant write access, and the damage is limited to deletion or forced relocation within the shared subtree.
