Unauthorized image generation via trusted client flag

Incorrect authorization in Open WebUI allows remote authenticated users to generate images through legacy chat completions. The process_chat_payload path treats the client-supplied image_generation feature flag as authorization and dispatches the image handler without re-checking the caller's permission. Affected deployments run 0.7.0 or later but before 0.11.0, enable image generation with a provider, and revoke it for the caller; successful requests consume provider credits and storage without exposing credentials or other users' data.
