Unauthenticated file read via resource attribute traversal

Path traversal in Apache Wicket 8.0.0 through 8.18.0, 9.0.0 through 9.23.0, and 10.0.0 through 10.10.0 allows remote attackers to read files. Package-resource lookup appends decoded locale, style, and variation values after IPackageResourceGuard validation, leaving path separators and parent-directory segments unchecked. No authentication is required; readable content depends on guard extensions and servlet normalization, while any path can still yield an existence oracle.
