Credential exposure via incorrectly scoped credentials lookup

Improper privilege management in Jenkins Horreum Plugin 0.16.162.v33b_4a_a_b_5f828 and earlier allows remote authenticated users to expose credentials. The plugin omits the appropriate context during credential lookup, so Jenkins accepts System-scoped credentials otherwise reserved for global configuration. Item/Configure permission is required, and Jenkins sends the unauthorized credential only to the administrator-configured Horreum URL.
