Credential capture via non-POST HTTP endpoints

Cross-site request forgery in Jenkins SCM-Manager Plugin 1.11.1 and earlier allows remote authenticated users to capture stored credentials. Several HTTP endpoints accept non-POST requests and initiate connections to attacker-specified URLs with attacker-supplied credential IDs. Overall/Read permission and a valid credential ID obtained separately are required; the selected secret is disclosed to the attacker-controlled server.
