Remote service degradation via unbounded BER integer decoding

Improper quantity validation in Erlang/OTP snmp allows remote attackers to degrade service via an oversized BER INTEGER length. snmp_pdus:dec_integer_notag/1 applies an infinite size limit, while do_dec_integer_notag/2 recursively shifts and combines every declared byte into progressively larger bignums. Affected ranges start at OTP 17.0, 28.0, and 29.0 and end before 27.3.4.17, 28.5.0.6, and 29.0.6, respectively; accepting the SNMP message permits CPU-driven service degradation.
