Stored JavaScript execution via unencoded responsible-party fields

Stored XSS in Projeto SIGA's SIGA 11.0.3.18 allows remote authenticated users to execute JavaScript through Nome or Descrição input. The responsible-party form stores these values and later inserts them into an anchor in the listing DOM without contextual output encoding, while incomplete tags bypass its filter. A user must submit a record and another authenticated user must open the listing, where the payload runs in that viewer's session context.
