Cross-course content compromise via attacker-controlled course ID

IDOR in Themeum Tutor LMS 3.9.9 and earlier allows remote authenticated users to alter or delete other instructors' course content. get_course_id_by() treats the course GET parameter as the owning course ID, so can_user_manage() checks membership against an attacker-selected course instead of the target object's course. Instructor-level access is required; successful requests can delete lessons, quizzes and attempts, change grades, or read unpublished material in another instructor's course.
