Service interruption via duplicate certificate path recursion

Resource exhaustion in cryptography before 49.0.0 allows remote attackers to interrupt dependent services with crafted certificate chains. build_chain_inner recursively revisits duplicate self-signed issuer candidates without deduplicating them, causing exponential path-building work. Exposure requires a dependent application to validate attacker-controlled chains; validation still terminates, and the reported consequence is availability loss only.
