Authenticated cross-account downgrade via unchecked updateUser command

Improper authorization in MongoDB Server 7.0, 8.0, and 8.2 allows remote authenticated users to downgrade another account's authentication. The updateUser command omits an authorization check before changing another user's mechanism from SCRAM-SHA-256 to SCRAM-SHA-1. Affected releases are 7.0.0 through 7.0.31, 8.0.0 through 8.0.20, and 8.2.0 through 8.2.6; any authenticated account can make the cross-account change.
