Cross-Dag backfill access via conflicting ID parsing

Authorization bypass in Apache Airflow before 3.3.1 allows remote authenticated users to access and alter other Dags' backfills. The requires_access_backfill dependency parses backfill_id with int() and suppresses failures, while route handlers coerce decimal strings such as 1.0 through NonNegativeInt. Edit permission on one Dag is sufficient to read, pause, or cancel another Dag's backfills and mark its queued runs failed; no non-default configuration is required.
