Backend response reuse via comma-joined parameters

Cache-key ambiguity in @angular/common before 20.3.27, 21.2.19, and 22.0.2 allows remote attackers to reuse wrong backend responses. The HttpTransferCache sortAndConcatParams function converts repeated values to comma-joined text, so a scalar comma value and repeated parameters at the same URL produce identical key material. Exploitation requires server-side rendering with transfer caching and a same-render request sequence, enabling disclosure or state poisoning when a trusted request receives attacker-influenced cached data.
